Resume After Compaction

Resumed mid-skill → resume at the next uncompleted step (never restart from Step 1), re-run possibly-stale sync/fetch (Steps 2–3), and never drop tail steps absent from the summary (9.4 learnings, 9.5 CI wait+loop, 11 retro).
