Goal: produce a survey draft that reads like a real paper because it is driven by evidence packs, not by outline placeholders.

This skill should behave like a synthesis engine:

• inputs = subsection briefs + evidence drafts
• output = paragraph-level claim → evidence → synthesis (with citations)
