Component decomposition and per-component facts. The cell (cell-design skill) declares WHAT exists; this skill owns deciding the decomposition and ENRICHING each component's design.json.

Scaffold first, enrich second

When the cell is saved, the platform scaffolds specs/design/components/<id>/design.json for every deployable component — the mechanical fields (name, type, version, buildpack, appPath, entrypoint, a default exposure) plus a "language": "TBD" sentinel. Your job is the JUDGMENT fields, and the build gate refuses an in-phase component left unenriched:
