Step 0: Run the estimation operating pack

• Purpose: Qualify opportunities, shape estimates, recommend delivery approaches, and produce proposal-ready outputs using the full operating pack below.
• When: Use whenever the skill trigger applies.
• Follow the gates in order, loading supporting material from references/templates.md only when the matching output template is needed.

Output

Result Format

• Return the readiness level, red flags, targeted questions, recommended delivery shape, calibration assumptions, confidence grading, and proposal or handover artifacts requested by the user.
• Include explicit assumptions, risks, confidence levels, and unresolved evidence gaps.
• Do not present proposal-grade precision unless Gate 1 reaches Level 3.
