[SAFE]: The skill is primarily a knowledge-based extension providing legal analysis frameworks for Brazilian auction law (CPC/2015 and Law 9.514/97).
[COMMAND_EXECUTION]: SKILL.md contains example commands for interacting with a local orchestrator (scan_registry.py). These commands are intended for local environment management and do not involve remote execution or suspicious parameters.
[DATA_EXPOSURE]: The documentation includes a hardcoded local file path (C:\Users\renat\...) in the installation examples. While this reveals the author's local system structure, it does not facilitate data exfiltration or unauthorized access to user data.
[NO_CODE]: The Python script governance.py performs purely local tasks like logging actions to a JSONL file and calculating rate limits within the skill's own directory. It does not use external libraries or network modules.
