Tool Guard
Generate canonical hook policy plus runtime-native enforcement for GitHub Copilot CLI,
OpenCode, and/or Claude Code. All scripts read hooks/tool-guard/policy.json at runtime —
update the policy file and enforcement takes effect immediately without regenerating scripts.
