The skill is locally scoped and avoids obvious exfiltration or remote installers, but its purpose is to silently alter persistent Claude behavior so future memory searches/captures occur without user prompting. That concealment-plus-persistence footprint is disproportionate for a setup helper, especially since it relies on custom /mnemonic commands rather than documented native Claude memory commands.
