⚡ 进度汇报规范（强制执行）
在每个 Step 完成后、开始下一个 Step 的工具调用之前，先输出一行汇报文字。 文字和下一步的工具调用在同一个响应里，顺序是：
[文字：✅ Step N 完成：...]
[工具调用：Step N+1 的第一个工具]
这是唯一能让用户实时看到进度的方式。不要等用户回复，不要"结束本轮等待"，文字和工具调用一起发出。
汇报格式：
✅ Step 0 完成：选题「{标题}」（HN {N} points）
✅ Step 1 完成：文章写好，{字数}字
