AI makes big migrations cheaper only when the migration has strong control loops and objective verification — without those, agents just produce plausible-looking code quickly, which is worse than slow. So this skill does not "rewrite the code"; it designs the machine that rewrites the code: the old system as the spec, a rulebook as policy, tests and diffs as the judge, and repeated failures as reasons to improve the process.
