• Cloud SDK: Verify gcloud is available.
• Project Setup: Verify active configuration (gcloud config get-value project).
• API Enablement: Verify the Compliance API is enabled (gcloud services list --enabled).
• Cloud Authentication: Verify active login. If missing, ask them to authenticate (gcloud auth login).
• Explicit IAM Roles & Billing: Ensure they have roles/assuredworkloads.admin and an active billing account.
• Region & Availability Awareness: When inferring locations other than global, reference Google Cloud Locations for availability mappings.
