This skill creates Codex plugins. It remains usable from Claude Code or GitHub Copilot when the requested artifact is a Codex plugin, but its .codex-plugin/plugin.json, marketplace, cachebuster, reinstall, and deeplink rules must not be presented as native formats for those hosts.

• In Codex, follow the complete scaffold, validation, marketplace, and app handoff workflow below.
• In Claude Code, including GLM-backed sessions, use this skill only to author or validate a Codex-targeted plugin. If the user wants a Claude Code plugin, switch to Claude Code's current official plugin documentation and its native manifest/layout instead of running these Codex scaffold scripts.
• Do not infer Codex CLI or app availability from the model endpoint. When a non-Codex host authors the files, report any Codex-only installation or UI verification as pending until it is checked in Codex.
