Set up a BTP agent

Turn the user's intent into a minimal pilot.yaml, validate it, and render its inputs. The result is a credential-free, version-1 manifest plus a rendered .cookbook/generated.tfvars.json. The coordinator (cookbookctl) validates and renders locally; it makes no live changes to any BTP account.
