Volcengine TLS (volclog)

volclog-coreinvolcengine-tls/ve-tls-cli(Apache-2.0). Command examples keep the upstream nativevolclog ...form; run them asve volclog ...(requiresve >= 1.1.11) with all later arguments unchanged.
