Merge bot dependency PRs (Renovate / Dependabot)

Batch-process the open Renovate and Dependabot dependency-update PRs in the current repository and merge the safe ones. List them, run each through a fixed set of safety gates, then auto-approve and merge only the PRs that clear every gate — holding the rest for manual review with the reason.
